Well put, but I'm not sure if I agree with the suggestion that by reappointing Tisch, Mamdani would be "giving up...any real shot at the intensive reform that the department urgently needs." After all, he can always remove her later. Given her reputation in the media, if he fires her now, then any NYPD controversy that emerges during his term -- and there will surely be one, especially if he attempts intensive reforms -- will be attributed to that decision, and essentially kill whatever changes he tries to implement, the way the 2014-15 backlash killed any movement towards reform under DeBlasio.

OTOH, if he keeps her on, then she can function as a shield to any such controversy. This doesn't mean kowtowing to Tisch the way Wagner did to Moses, but simply leaving her with the kind of power she currently has. As you acknowledge, Tisch exceeds the low bar set by her predecessors, and it's not like leaving her in power means Zohran has to concede to her calls to increase NYPD headcount or forego his proposed Department of Community Safety. It may even give him political cover to make those reforms without the kind of blowback De Blasio got.

Hmm.. As an outsider. Fascinating. I wonder if Mr Eli Miller has a policy of not engaging with constructive conversation-starters, given he had the _chutzpah_ to broach this sensitive subject in the first place.

*P.S.* From little do I know about her, it's more than evident that she would repeatedly:

A) Throw a tantrum threatening to quit.

B) Plant gossip against him in the zeitgeist. C) Wail about how much she is being suffocated under his hypothetical Administration to her family's circle of the Power Elite.

So.. Textbook "difficult to work with" case. Unlike the tropes/stereotypes about the elite, she's not stupid. But ohh.. Is she entitled?.! What would you do if you were a Mayor Zohrān, then?

I think this is a great piece. Thank you for popping the bubble of mythos forming around Tisch's supposed management skills. Just wanted to add that I'm not sure the point about de Blasio's not having working class support is true. His favorables remained 70+ with Black and Latino New Yorkers, it was Park Slope libs (and white conservatives) who came to despise him.

So what I am guessing is that he should keep her at first, and then find a way to play those three groups off of each other. Divide and conquer. Maybe he should propose a tax on the rich to raise pay for police officers. Or raise taxes to give the force bonuses for the behavior he wants to see.

It's interesting, because you left out that Robert Moses was Al Smith's protege, and Al Smith was a Momdani if there ever was one. Comparing Robert Moses with Jessica Tisch is a bit of a stretch too. Dalton, forsooth. What is more, Tisch's obvious fascism, very obvious, tars Moses with a brush he doesn't deserve. But, in the last analysis, if Momdani is Jesus Christ, then David Graeber ("Occupy Wall Street") was John the Baptist. Graeber was poisoned, and Momdani is being crucified.

I know it’s insignificant, Mamdani has to win in November, aside from Cuomo and Adams he’s running against Trump …

Taking on the PBA to reform the PD is suicidal, and Jessica’s mom is a behind the scenes power broker.

Zohan’s agenda begins with the impact of Big Bad Bill and 5-10B fewer $$. .. and preparing for the midterms, he can be a player on the national scene …he will need union allies, not union enemies… huge …plus resolving city employee health benefits - a crucial issue.

Much easier to keep Tisch and blame her if necessary for whatever …
